It appeared with the Wraith Night update and was distributed to all players.
Function
Unwrapping the Welcome Gift will give you a random item from the game’s drop list, a name tag, and the Level 2 Gift.

You received the welcome gift when you played Dota 2 during the Christmas event of 2013.

Dota 2 is – unlike other big MOBA titles like League of Legends – free to play with all heroes.
