His playstyle is fundamentally different from other ADCs because unlike standard ADCs, he has to play a lot with his abilities to be effective in fights.

Ezreal Champion Guide: Early Game
The early game is Ezreal’s clear weakness. Minions make it difficult for him to hit enemy champions with his abilities. Accordingly, it would be optimal to try to push the Wave. This way, the opponents lose their protection and can be poked much stronger.
Of course, it is not possible to push the Minions in every lane, as the support matchup plays a crucial role here. Ezreal Champion Guide: Mid Game
