Although the CIA and Third Echelon classified most of Fisher’s childhood, it is known that he was born in Baltimore, a suburb of Towson, Maryland, and was raised by his paternal grandmother, Sarah. He was enrolled in a military boarding school, where he learned to focus his energy, hone his skills, and either follow orders or hide evidence.
After school, Fisher went straight to the United States Naval Academy, earned his degree in political science and then completed SEAL training. Through his service in the Persian Gulf, Bolivia, Colombia, Senegal, and Kosovo, Fisher became known for always completing his missions, no matter what the personal cost to him. After being awarded a Defense Distinguished Service Medal, Fisher served as an instructor at the Naval Base in Little Creek, Virginia.

PSYCHOLOGICAL REPORT
While these are my first interactions with and observations of Specialist Samuel Leo “Zero” Fisher, I feel like I’m starting to get a glimpse of the man behind the legend. He doesn’t brag about what he has done or can do, but his training is evident from his critical assessment of the environment and the way he moves. I am sure that if he read my assessment he would agree with me.
It’s difficult to extract information from the former Echelon agent. He’s focused, precise, and makes it very clear when he’s done with something. His orders were never to seek conflict, but to do damage control before there was any evidence of disaster. Fisher’s skill and temperament ensure he keeps his cool under pressure and is prepared for anything, no matter the situation. I’m curious if he can even out the tempers of some of our more hot-tempered Special Operations Forces like Evans and Brunsmeier.
His sarcasm may come across as harsh to people who don’t know him well — and even to those who do — but there’s a lot of depth and detail behind it. He looks straight into the heart of a thing or a person. I look forward to his assessment and suggestions for improvement that we can make to our training program.

Fisher is inherently more of a solo operator, but he shows a sense of duty to his colleagues and team members and expresses affection through actions. I hope to coax him out of his shell and show him the benefits of working with the R6 program. Given his background as an instructor, I believe he will appreciate more than just the resources we can offer him. I’m sure he’ll also find some fulfillment in influencing the R6 program and his teammates.
